LOSING THE WAR ON DRUGS: U.S. President George Bush and Sen. Joe Biden on drug strategy, 1989 U.S. President George H. Bush addresses the nation on Nov. 5, 1989 in his first televised address to address the war on drugs and the White House’s unveiling of a national drug strategy. Immediately following, U.S. Senator Joe Biden gives the Democrat’s response to the drug strategy. “Drugs are sapping our strength as a nation,” Bush said Bush. “Our most serious problem today is cocaine and, in particular, crack.” He holds up a large sample of crack cocaine in an evidence bag ias he speaks inside the White Houe’s Oval Office. He e said it was recently seized by law enforcement. Despite saying that every previous president, Republican and Democrat, has declared war on drugs the government keeps losing that war. His strategy, he said, will be different: “Victory over drugs is our cause. A just cause and with your help we are going to win.” He says drug kingpins should be subject to the death penalty. President George H. Bush’s address to the nation on drugs followed by the Democratic Party’s response on the White House drug strategy by U.S. Senator Joseph Biden.
