In not taking a fight with Justin Gaethje, McGregor arguably did not take the toughest available opponent. After all, Cerrone was most recently stopped with strikes by Gaethje. However, Cerrone is a top 5 lightweight with extensive welterweight experience. He is stylistically favorable for McGregor, but hardly an easy out. He also has the most name visibility of any fighter currently at lightweight should McGregor choose to pursue a title opportunity in that weight class.
Most importantly, it's the right call for McGregor, who hasn't won a UFC fight since defeating Eddie Alvarez at UFC 205 in 2016. As a way to ease back into competition, it's the prudent choice.
