The majority of local governments in this country adopt land use plans with little understanding of the market feasibility relative to the amount and types of land uses being proposed. Additionally, while many plans have a public facilities element, most plans are adopted without a complete understanding of both the operating and capital costs. This session will explore the uses of market and fiscal analyses and their application in various land use planning contexts. The session will discuss the differences between economic, market and fiscal analysis and their applications relative to preparing Comprehensive/Area/Corridor Plans. Case examples from around the nation of recent examples of local governments that have incorporated market and fiscal impact analysis as part of the land use planning process. Practicing planners will learn about the types of supporting studies that can be useful and important to plans; how those studies have been deployed and integrated into plans; and the outcomes from those efforts.
