If they reduced her chest size, they would be criticised for giving into pressure to censor her design.
On the flipside, if they made them as large as some people wanted them to be then they would be slammed for being sexist. Basically, they couldn't really win.

So, as expected, when the Final Fantasy 7 Remake version of Tifa was finally shown for the first time at Square Enix's E3 show, many fans reacted angrily.
Now it's come to light that Square Enix did indeed make a conscious decision to, quote, "restrict" Tifa's chest size.
The fact that this decision was also heavily influenced by Square Enix's ethics department only adds fuel to the fire.
Final Fantasy 7 Remake director Tetsuya Nomura specifically referenced this in an interview with Famitsu, saying: "It was necessary to restrict her chest".
To be honest, I'm surprised that he chose to refer to this decision at all, knowing that any reference to Tifa's breast size at any time was going to stir up controversy.
I fully expected Square Enix to ignore the issue completely, regardless of how many times it was brought up.
However, a company representative did tell Polygon that they “want a new generation of gamers to experience Final Fantasy VII Remake and are working very closely with the company’s internal experts to make sure all of the game’s content is appropriate.”
Concerns have also been raised about other aspects of the Final Fantasy 7 Remake, such as whether or not famous moments like Cloud’s cross-dressing scene or the Honey Bee Inn will still be included or whether they will have been watered down.
While Nomura did confirm that “the Honey Bee cross-dressing event is still in”, he then said it’s been made “more modern”.
Whether that means it’s more modern in terms of how it fits in with modern attitudes, or simply more modern in the way it looks, we’ll have to wait and see, but clearly changes have been made.
Going back to Tifa, I must say that personally I don't have any problems with Tifa's new look - I always expected it to change, and frankly I was expecting Square Enix to be even more conservative with her look than they have been.
